First, I am sorry your friend had to undergo chemotherapy and hope he or she gets well soon. Yes, there are a few things chemo patients can do that will not only help them look better but also help with the profound psychological damage that losing your hair causes.
Latisse is the first and only FDA-approved product to help eyelashes grow. From my own experience with chemo patients, I have seen it work wonders for eyelashes. I think that it also would be reasonable to use it on eyebrows. For scalp hair, I would recommend Rogaine and, if your friend is a male, Propecia.
There are some other potential treatments to help people regain their hair (and self image), but these three are easy and cost effective, and I would recommend trying them first.
